What is a design-build project?

Balfour Beatty Infrastructure Inc./Austin Bridge & Road, a Joint Venture, constructed the northern segment of the I-85 Corridor Improvement Project using the design-build method. This method allows NCDOT to award contracts to companies who use teams of designers and contractors to simultaneously design and construct a project to expedite its completion. The conventional process relies on one team to design the project completely before bids can be accepted from other teams to build the project. The design-build method allows for more flexibility and efficiency in the design process and helps NCDOT avoid construction cost inflation to help save taxpayer dollars.

How is NCDOT paying for the project?

NCDOT awarded a $65.5 million contract to Balfour Beatty Infrastructure Inc./Austin Bridge & Road, a Joint Venture, to complete this work. The money comes from the N.C. Mobility Fund, signed into law in June 2010 as part of the state's budget. The Mobility Fund will generate $173 million through 2014 for transportation projects that meet statewide or regional needs. The funding comes from unused gap funds and reductions in transfers from the Highway Trust Fund to the General Fund. This project is the first to receive support from this new and innovative revenue source.

Why is this project needed?

These highway improvements are crucial to increasing the mobility, efficiency and safety of the region.

I-85 is the most direct and heavily traveled route between Richmond and Atlanta, and it plays a central role in regional, statewide and interstate mobility. It is a critical north-south corridor along the East Coast and provides strategic connections to other interstate routes, including I-95, I-77 and I-26. The project relieves congestion and improves traffic flow along I-85 while providing access and connectivity for area residents and businesses.

The presence of a high-quality transportation infrastructure, including convenient access to major highway corridors and reliable travel times, is important to the state's economy and plays a critical role in attracting and maintaining businesses in North Carolina.

In addition, elements of this corridor were outdated in design, and these improvements enhance the safety of the route.
